The Oregon Health Authority awarded $6 million to Oregon Health & Science University for a plan that was hastily put together and then scrapped; now it's banking on a $1.2 million project by Oregon State University.
The two-year proposal which would require an extra $1 billion in state general funding, includes increased spending on behavioral health care and children.
The money is part of $35 million total that the insurer is paying out because patients couldn't access medical treatment in the early months of the pandemic.
