The measure requires the Oregon Health Authority to establish a 24/7 telephone addiction recovery center and an Oversight and Accountability Council to deal with all the people expected to take a health screening rather than paying civil fines for drug possession.

The group recommended that adults 65 and under with underlying health conditions, frontline essential workers, people 16 years and older in custody and those living in low income and senior housing.

The governor told the Oregon Health Authority it could release the information weekly but the agency said it will stick to daily reporting.

The state also allows fitness facilities to open to small groups, but each facility can have only four groups of up to six people at a time, and each group must be in a separate enclosed area.

The reallocation comes at a time when cases and hospitalizations are down but the need for vaccines is more urgent than ever with the presence of new variants in the United States.
