With large pharmacy chains buying up independent drugstores and increasingly controlling the supply chain, small towns have had difficulty attracting a pharmacy.
The survey by the Kaiser Family Foundation found 74 percent of those taking prescription drugs find the costs unreasonable, as do 72 percent of those not taking such drugs.
The libertarian measure would give patients access to unapproved drugs if they have been given less than a year to live. Patients would be on their own with the drugs and have to assume responsibility for any complications, which insurers would not have to cover.
