Just under 50,000 people have signed up for health plans in Oregon on the federal exchange -- fewer than half of the exchange’s 2015 consumers. But as the window closes on enrollment for 2016 plans that start Jan. 1, many consumers may just have waited for the final week of eligibility and many more will be auto-enrolled onto their existing plan today.
