Aliza Kaplan, a criminal defense attorney and a Lewis and Clark Law School professor, says providing incarcerated people with Medicaid-funded health care before their release would help individuals “hit the ground running.” One 2023 study found that formerly incarcerated Oregonians are 10 times more likely to experience an opioid overdose in their first two weeks outside prison compared to the general public.
