July 23, 2013 -- OHA seeks nominees to participate in a Health Information Technology (HIT) task force to support Oregon’s health system transformation efforts. This task force will provide recommendations to OHA on a state multi-year Health Information Technology / Health Information Exchange Business Plan framework, including the next steps the state should take related to:
- Health Information Exchange (HIE) among all members of a care team to support care coordination
- Clinical data aggregation to support transformation efforts such as performance reporting and metrics, and alternative payment methodologies
To prepare for this work, OHA is in the process of engaging coordinated care organizations and other key stakeholders to identify key health information technology and health information exchange needs to support health system transformation efforts. OHA is also working to identify the appropriate statewide role in this next phase. For example, stakeholders have discussed the need for sharing secure, clinical data to assure coordination of care between physical and behavioral health; integrating information from providers often without electronic health records such as dental and long-term care; and assuring more consistent, efficient quality measurement and reporting. Results of initial stakeholder listening sessions will be used to develop a straw model for the next phase of Oregon’s health information technology and health information exchange services.
The Health Information Technology Task Force will consider the stakeholder input, including the prior work of Oregon’s Health Information Technology Oversight Council (HITOC), to make recommendations on a multi-year state business plan framework. The resulting plan will provide a foundational document for OHA’s next steps, as well as help set the work plan for the ongoing oversight and policy work of the HITOC.
The Task Force will address these key health information technology issues:
- Which services or infrastructure should be offered statewide?
- What is the right role for the state in including policy, standards, guidance, etc.?
- How can the state best partner with stakeholder organizations financially to build and support longer term needs?
- How should any statewide services be governed and operated (state-run, non-profit, etc.)?
OHA aims for a task force that includes a diversity of stakeholders, including, but not limited to: health plans/payers, health systems, hospitals, providers, local HIE efforts, public sector, and advocates/consumers. The task force will also include representation from Oregon’s HITOC, to ensure consistency with the HITOC’s prior work and ongoing oversight role.

Logistics:
- September through early November; four to five meetings in Salem or Portland (estimate up to 4-hour long meetings, roughly every 3 weeks). We encourage all task force members to attend in person whenever possible, and particularly for the first or second meeting. If not possible, webinars and conference lines will be made available.
- All meetings will be public meetings.
