Oregon Health Authority names Lori Coyner state Medicaid director

The Oregon Health Authority (OHA) has named Lori Coyner state Medicaid director. As state Medicaid director, she is Oregon’s point of contact with the Centers for Medicare and Medicaid Services (CMS) and manages policy conversations regarding the state’s contract with the federal government. She oversees all Medicaid policy changes related to Oregon’s demonstration waiver that launched coordinated care organizations and includes Oregon’s unique prioritized list, as well as providing oversight of all Medicaid home and community based waiver policies. Coyner will work across OHA and the Department of Human Services to ensure Medicaid agency implementation is aligned with policy. She will report to Leslie Clement, OHA’s director of health policy and analytics.

Coyner joined the Oregon Health Authority in early 2013. She began her career with OHA as the director of accountability and quality and was promoted in 2014 to director of health analytics. She led the development of the CCO Incentive Metrics, the Hospital Transformation Performance Program, as well as the development of quality health system transformation dashboards. Coyner also led the CCO rate development methodology. Prior to joining OHA, she served as the Director of Measurement and Reporting at the Oregon Health Care Quality Corp.

Coyner is an accomplished biostatistician and was responsible for the development of Quality Corp’s quality and utilization reporting system and measure development. Additionally, she has many years of experience working in academic settings at Oregon Health & Science University and the University of New Mexico School of Medicine, where she worked in a variety of research and teaching capacities. Coyner also is an avid rock climber and mountaineer.
