OHA Lays Off 31 Managers

The agency-wide restructure is expected to deliver better results.

SALEM, ORE., -- July 8, 2015 -- Oregon Health Authority began an agency-wide restructure to better deliver results in a transformed environment where coordinated care organizations are contracted to deliver health care services and public health programs align with health system transformation.

The 2013 legislature asked us to consolidate the Medical Assistance Programs (MAP) and Addictions and Mental Health Divisions (AMH). Our divisional structure and workforce must reflect transformation as well as legislative direction and the scope of our work. To that end, we are combining MAP and AMH to create a Health Systems Division.

In order to align management service staff to create an effective and efficient transformed system for Oregonians, we will

  • align staff with work that is existing and emergent, and
  • use limited duration appointments appropriately.

There will be a layoff of 31 management services employees, which reflects less than one percent of our workforce. We will work with all affected employees to assure they have support and resources through the transition, which should be complete by the end of summer. Additionally, more than 350 limited duration appointments will end on their agreement schedules over the next two years.

The benefits of this restructure will be seen in OHA's ability to deliver results with our stakeholders and partners in a transformed health system, clarity for the work force on their employment structure and accountabilities, cost control and compliance with legislative direction.
