New administrator named to lead Oregon Health Insurance Marketplace

(Salem) -- Chiqui Flowers has been selected as administrator of the Oregon Health Insurance Marketplace, Department of Consumer and Business Services (DCBS) Acting Director Jean Straight announced. 

The Marketplace, a division of DCBS, helps Oregonians get quality health care coverage and financial assistance through HealthCare.gov. 

Flowers succeeds Berri Leslie in the position, and served as interim administrator upon Leslie's departure in March. Flowers previously led the Compact of Free Association Premium Assistance Program within the Marketplace. She was instrumental in designing, implementing, and operating that program, created by the Oregon Legislature in 2016. 

"Chiqui has the experience and the mindset to guide continued success of the Marketplace," Straight said. "Recent national-level debates around health care have been turbulent, but with Chiqui's steady leadership, Oregonians can expect strong support from the Marketplace when insurance sign-up season begins Nov. 1." 

Flowers has a bachelor's degree in communications and public relations from Marylhurst University in Marylhurst, Oregon.
