H&E Releases Updated Annual Baseline Report

The Center for Health and Economy (H&E) today released an updated Annual Baseline Report. This report is H&E’s baseline estimation for the state of American health care over the next ten years for people under 65 years old. The report evaluates the effects of current health care law on the federal budget, insurance participation, premium costs, and the efficiency of health care systems. The key findings of the report include:

Federal Budget Impact: the under-65 coverage provisions under current law are estimated to cost the federal government $4.19 trillion over ten years;
Coverage Impact: the total size of the individual market is estimated to expand to 39 million by 2016;
Subsidy Impact: the subsidized enrollment population is projected to grow from 9 million in 2015 to 20 million in 2017;
Premium Impact: in 2016, the change in average individual market premiums will vary with projected premium increases ranging between -4 and +4 percent. In 2017, the increase in average premiums is projected to range between 5 and 12 percent.
