Avalere Analysis: Choice Among Medicare Advantage Plans Remains Robust

Analysis highlights choice, competition in Medicare Advantage in light of issuer consolidation

A new national Medicare Advantage (MA) snapshot from Avalere offers a series of findings about the state of Medicare Advantage:

The share of MA enrollment among participating carriers varies significantly based on geography. The carrier with the largest share of MA enrollment varies in four of the five states with the highest MA enrollment.

“After examining the markets where Medicare Advantage choice is currently limited, the data reveal that choice is likely to remain robust, despite consolidation among plans,” said Dan Mendelson, CEO at Avalere. “Moreover, the recently announced deals could very well produce organizations that are more effective at managing risk and improving care quality.”

In addition, the Avalere analysis finds that MA enrollment is low where plan concentration currently exists. Of the more than 3,000 counties where MA is offered today, 793 counties have one issuer with more than 75 percent enrollment share. This represents only 6 percent of total current MA enrollment; 592 of these counties have 1,000 or fewer MA enrollees.
