More Oregonians Had Health Insurance in Q1 of 2018 – But Fewer Got it at Work

Providence Health Plan covers more Oregonians than any other insurer, including a significant share who buy individual plans on the Affordable Care Act-created exchange.

The total number of Oregonians covered by traditional health insurance plans in Oregon grew by 2.3 percent to 3 million in the first three months of 2018, according to a Lund Report analysis of insurance enrollment data.

More people are buying insurance on the individual exchange, which saw plan issuance climb by 16 percent to 138,716 people covered in the first three months of the year. About 75 percent of people buying these plans received subsidies, which averaged $421 per person – up from $346 average advanced premium tax credit in 2017.

Associations, trusts and multi-employer welfare associations that band together to provide coverage also saw an increase in enrollment, which climbed 9.2 percent to 166,279 people covered by these types of plans. That represents growth of 13,945 new members added in three months.

Large group health insurance coverage fell in the first quarter of the year – by a microscopic 0.22 percent, to 602,673 people covered. That represents 1,354 fewer Oregonians receiving insurance through a large employer.

Coverage in self-insured plans, which are nearly all offered by large employers, also fell, dropping about 1.7 percent to 832,573 people covered by these plans – 14,697 fewer people than at the end of 2017.

Though very few small businesses buy insurance on the market exchange, participation did grow 14 percent in the first three months of the year, to 1081 people covered up, a gain of 134 members.

All told, small group health plans grew by 0.4 percent in the first quarter of 2018, to 173,168, an increase of 675 members.

How the Insurers Fared

Providence Health Plan covered 66,157 people through plans purchased on the individual health exchange. Across all types of plans, it covered 454,586 members, down 0.2 percent from the end of 2017.

Kaiser Foundation Health Plan of the Northwest covered 34,580 people through plans purchased on the individual health exchange. Across all types of plans, it covered 444,022 members, up 4.1 percent from the end of 2017.

Regence Bluecross Blueshield Of Oregon did not cover any people through plans purchased on the individual health exchange. Across all types of plans, it covered 366,189 members, down 3 percent from the end of 2017.

Moda Health Plan Inc. covered 28,691 people through plans purchased on the individual health exchange. Across all types of plans, it covered 310,998 members, down 17.6 percent from the end of 2017.

PacificSource Health Plans covered 8,188 people through plans purchased on the individual health exchange. Across all types of plans, it covered 131,191 members, down 55.2 percent from the end of 2017.

United Healthcare Insurance Co. did not cover any people through plans purchased on the individual health exchange. Across all types of plans, it covered 140,884 members, up 16.9 percent from the end of 2017.

United Healthcare Services Inc., a sister company, did not cover any people through plans purchased on the individual health exchange. Across all types of plans, it covered 116,042 members, up 18.6 percent from the end of 2017.

Aetna Life Insurance Co. did not cover any people through plans purchased on the individual health exchange. Across all types of plans, it covered 104,029 members, up 9.9 percent from the end of 2017.

Trillium Community Health Plan Inc. did not cover any people through plans purchased on the individual health exchange. Across all types of plans, it covered 94,473 members, up 1.8 percent from the end of 2017.

Cigna Health and Life Insurance Company did not cover any people through plans purchased on the individual health exchange. Across all types of plans, it covered 91,275 members, up 37.9 percent from the end of 2017.

Health Net Health Plan of Oregon, Inc. did not cover any people through plans purchased on the individual health exchange. Across all types of plans, it covered 62,469 members, up 65.6 percent from the end of 2017.

Providence Health Assurance did not cover any people through plans purchased on the individual health exchange. Across all types of plans, it covered 56,271 members, up 40.9 percent from the end of 2017.

Health Care Service Corporation, A Mutual Legal Reserve Company did not cover any people through plans purchased on the individual health exchange. Across all types of plans, it covered 42,185 members, up 32.5 percent from the end of 2017.

United HealthCare Of Oregon, Inc. did not cover any people through plans purchased on the individual health exchange. Across all types of plans, it covered 35,597 members, up 11.8 percent from the end of 2017.

Health Net Life Insurance Company did not cover any people through plans purchased on the individual health exchange. Across all types of plans, it covered 32,272 members, up 20.3 percent from the end of 2017.

Symetra Life Insurance Company did not cover any people through plans purchased on the individual health exchange. Across all types of plans, it covered 29,349 members, up 38.2 percent from the end of 2017.

HealthPlan Services, Inc did not cover any people through plans purchased on the individual health exchange. Across all types of plans, it covered 21,535 members, up 19.9 percent from the end of 2017.

Sun Life Assurance Company Of Canada did not cover any people through plans purchased on the individual health exchange. Across all types of plans, it covered 21,233 members, down 49 percent from the end of 2017.

Benesys Inc did not cover any people through plans purchased on the individual health exchange. Across all types of plans, it covered 20,586 members, up 31.3 percent from the end of 2017.

UMR Inc did not cover any people through plans purchased on the individual health exchange. Across all types of plans, it covered 19,907 members, down 28.5 percent from the end of 2017.

Atrio Health Plans, Inc. did not cover any people through plans purchased on the individual health exchange. Across all types of plans, it covered 19,378 members, up 21.4 percent from the end of 2017.

Companion Life Insurance Company did not cover any people through plans purchased on the individual health exchange. Across all types of plans, it covered 17,987 members, up 13.4 percent from the end of 2017.

Healthcare Management Administrators, Inc. did not cover any people through plans purchased on the individual health exchange. Across all types of plans, it covered 17,656 members, down 12.9 percent from the end of 2017.

Bridgespan Health Co. covered 1,100 people through plans purchased on the individual health exchange. Across all types of plans, it covered 1,105 members, down 86.4 percent from the end of 2017.
