The Information Systems Director is responsible for continuously improving and managing the organizational information systems (IS) infrastructure and simultaneously executing the health information technology (HIT) strategic plan by performing the following duties.

Essential Duties

Ensures smooth delivery and operation of organizational information systems, software applications, and information technology support systems. Actively monitors and, when necessary, improves systems’ performance. Manages hardware and system upgrades in a manner satisfying internal stakeholders needs and expectations.

Drives the execution of the HIT strategic plan while balancing short and long-term objectives and provides updates to the Organization’s leadership team and Board of Directors.

Defines, reviews, and revises corporate policies and procedures regarding organizational information systems, software applications, IS support systems and related data and ensures compliance with relevant federal and state privacy and security regulations.

Job Duties

Executes and refines HIT strategic plan to enable the Organization’s business strategies and satisfy current and anticipated contractual requirements.

Conducts research to remain up-to-date and knowledgeable in industry trends, emerging health information technologies and new or anticipated contractual requirements.

Provides recommendations to leadership team on new technology solutions to meet business objectives.

Engages strategic partners and contracted providers in HIT initiatives, as required.

Represents the Organization within pertinent external committees and workgroups.

Coordinates IS activities to ensure the availability of data, network services and software to maximize uptime.

Conducts rigorous vendor selection processes, negotiates cost-efficient contracts and manages all IS vendor relationships and outsourced services.

Fulfills the role of Security Officer in a manner complementing the Organization’s Compliance and Privacy Officer ensuring that IS systems and vendors enable the Organization, as a Covered Entity, to comply with HIPAA privacy and security rules.

In collaboration with the Organization’s Privacy Officer, oversees annual security and privacy risk assessments and crafts and executes plans aimed at mitigating risk.

Continuously reviews, evolves and, when necessary, executes the Organization’s IS Disaster Recovery plan and Business Continuity plan as it pertains to technology and technology assets to maximize uptime. 

Develops strong relationships and partners cross-functionally with other departments and strategic partners to understand requirements, propose IS solutions aimed at addressing requirements and successfully implement and maintain new IS solutions as necessary.

Manages department budget.

Required Qualifications and Experience: 

5+ years of applicable experience, preferably within a health plan setting.

3+ years of IS management/leadership experience which includes staff recruitment, development and managing performance as well as vendor evaluation, contracting, and oversight.

Project management and business analyst experience

Demonstrated experience driving information systems implementation and improvement projects with results showing evidence of improved efficiency and cost savings.


Experience within a government-sponsored health plan, preferably a managed care plan, or high level of familiarity with Health Information Technology (HIT) enabling health plan operations including enrollment and eligibility systems, claims processing systems, encounter data submission, utilization/disease/care management systems, community information exchanges, electronic health records, health information exchanges, provider portals, member portals, and digital health solutions.

Experience with aggregating, correlating, and persisting healthcare data within a data warehouse, performing retrospective and prospective analysis of such data, and producing dashboards and reports summarizing key insights.

Experience with and knowledge of HIPAA security and privacy rules, 42 CFR Part 2 regulations, and CMS’ Interoperability and Patient Access final rule.

Required Education and / or Certifications: 

Bachelor’s degree in information systems, technology, management information systems, computer science or related field.
