We are seeking an innovative and experienced leader to manage the Public Health Division within the Department of Health and Human Services (HHS). In this role, you will apply a visionary mindset backed by the leadership skills to manage and successfully operate a complex division. You will also utilize your extensive knowledge and experience working with public health to develop program strategies and goals. Additionally, you will be an advocate for the Public Health division, while also supporting the priorities and strategic initiatives of the larger HHS department. This position serves on the leadership team for HHS and helps focus and implement the department's overall strategic plan. 

Public Health is a large division within the Department of Health and Human Services (HHS). This position directs, manages, supervises, plans, and coordinates the activities and operations of the overall division, including the following programs:

 - Disease Control and Prevention (DCAP)
 - Environmental Health / Mosquito Control / Vital Records
 - Health Equity, Planning and Policy (HEPP)
 - Maternal, Child and Family Program (MCF)
 - Public Health Emergency Preparedness (PHEP) & Emergency Medical Services (EMS)
 - Research, Analytics, Informatics and Data (RAID) & Medical Examiner (ME)
 - Women, Infants and Children (WIC)

The ideal candidate will be an experienced, strategically minded leader with a strong background in public health administration who exhibits excellent communication skills, both verbally and in writing. They will also be collaborative, flexible, adaptable, self-directed and possess effective problem-solving skills and an ability to learn County policies and procedures quickly. Additionally, they will possess the ability to work and interact with staff, clients, and members of the public in a courteous, professional manner. Having the ability to be a champion for Public Health and be committed to making sure that county, regional and state leadership are aware of the good work that Public Health does, including funding needs and policy issues is a plus. Finally, they will have experience with public health accreditation and be well-versed in foundational public health services.

$120,079.08 - $145,912.08 Annually
Benefits: 

Management, Administrative and Professional Personnel System (MAPPS) - FLSA exempt employees are paid on a salaried basis. The premise of salaried/exempt employment is that established compensation recognizes the time and effort needed to accomplish all assigned job duties. Job responsibilities may require work outside of the employee's standard work week or a work week in excess of 40 hours.

This position is not represented under a collective bargaining agreement.

Required Qualifications and Experience: 

- Documented public health work experience and education that demonstrates competencies in the foundational capabilities as defined by ORS 431.131 and foundational programs as defined by ORS 431.141.

- A Doctorate Degree in public health, nursing, environmental sciences, public or health administration, or related science or health fields; AND four (4) years of experience in a supervisory or management position spanning responsibilities in the defined principal duties of this position classification; OR

- A Master's Degree in public health, nursing, environmental sciences public or health administration, or related science or health fields; AND six (6) years of experience in a supervisory or management position spanning responsibilities in the defined principal duties of this position classification; OR

- A Bachelor's Degree in public health, nursing, environmental sciences public or health administration, or related science or health fields; AND eight (8) years of experience in a supervisory or management position spanning responsibilities in the defined principal duties of this position classification.
