Quest Center is a nonprofit healthcare clinic that provides multidisciplinary and integrative healthcare in a community-based setting to all people, regardless of income. We are licensed by the state of Oregon as a mental health and substance abuse program. The HR Manager position at Quest Center oversees the day to day activities of the HR department, acts as a strategic thinking partner with the Executive Director (E.D) and leadership, coordinates communication across departments, and ensures direct alignment of employment activities with Quest Center’s mission and values.

• Manages the organization’s benefits, including COBRA and retirement plans
• Manages leave administration (OPSL; OFLA/FMLA; STD; ADA; WC)
• Conducts investigations, responds to complaints, and works with the E.D. as directed
• Oversees the employee life cycle (from hiring to separation)
• Oversees the accuracy of personnel data and the HRIS system
• Ensures compliance with local, state, and federal wage and hour laws; assesses risk
• Updates HR policies and procedures, and Employee Handbook
• Works with a diverse group of supervisors and managers employee matters
• Maintains an open door policy for employee questions and concerns
• Collaborates on staff morale and appreciation initiatives
• Champions DEIJ initiative
• Drafts and finalizes job announcements and offer letters; works with hiring managers on recruitment as needed
• Assesses, plans and organizes trainings for all staff
• Ensures equitable compensation pay structures and participates in salary data surveys

• Manages the performance review system
• Collaborates on payroll team and acts as primary contact for payroll reconciliation matters
• Supervises administrative staff and volunteers / interns, as needed
• Other duties, as assigned

Required Qualifications and Experience: 

• Expert knowledge in local, state and federal laws and types of leave
• Ability to prioritize and pivot as needed, while maintaining an even-keeled and professional demeanor
• HR Generalist background
• Supervisory experience
• Working with managers and leadership
• Advanced critical and strategic thinking skills
• Advanced computer proficiency including Google Apps and Office 365
• Ability to maintain confidentiality, objectivity and diplomacy/tact; conflict resolution skills
• HRIS experience required
• Payroll and ATS systems, preferred
• Ability to thrive in a culturally diverse and inclusive environment

Required Education and / or Certifications: 

• 4-5 years of HR management experience
• Non-profit or health industry experience preferred
• SHRM-SCP (or similar certification) preferred
• Bachelor’s Degree
• Alignment with Quest Center’s mission and values
