Position Description: 

Outside In is looking for a collaborative and detail-oriented communicator to join our team as our Measure 110 Project Manager. This position will be an important member of the Clinic Services team, facilitating the collaboration and oversight of our Measure 110-funded services across the program at Outside In. This role will also represent Outside In within the Behavioral Health Resource Network Collaborative and at other community forums. The Measure 110 Project Manager will oversee the project’s Operations Assistant and will work at our downtown offices primarily, located at 1132 SW 13th Ave in downtown Portland, and report to the Associate Executive Director.

Outside In is a Federally Qualified Health Center, a licensed mental health and substance use provider, and a founding member of the Homeless Youth Continuum serving patients and clients in the Portland Metro Region. Since 1968, Outside In has transformed thousands of lives by helping break the cycles of chronic homelessness, poverty, and poor health among Portland’s LGBTQIA+ community, people of color, those experiencing homelessness, migrants, and the underserved. Our health clinics and young adult programs strive to meet people where they are and provide safe, affirming spaces for our community to receive judgment-free care and support.

In this newly created position, the Measure 110 Project Manager will report to and partner with the Associate Executive Director to lead Outside In’s growth and advance its mission. The Measure 110 Project Manager will lead by example and build structures that support the organization’s evolution. They will collaborate with and complement the Associate Executive Director to ensure that Outside In continues to be an innovative leader in integrated primary care, behavioral health, harm reduction, and social services.

This is a full-time, 40-hour-per-week, non-represented, non-exempt position with a starting salary range of $55,702.40 - $65,145.60, depending on experience and skills. What you will do: 

  • Coordinate the development of new internal processes to meet Measure 110 project goals.
  • Convene supervisors and project staff on a regular basis to build project structures and aligned practice.
  • Take the lead on projects related to the execution of Measure 110 funding opportunities and grant activities.
  • Oversee reporting and data gathering related to Measure 110 funded services and other deliverables.
  • Maintain effective, timely communication with the funder to ensure Outside In is meeting all project accountabilities.
  • Actively cultivate relationships with BHRN Collaborative organizations and the community at large.
  • Ensure project visibility among programs within Outside In. Centering communications about the project aligned with Outside In mission and values.
  • Lead and facilitate relevant project meetings to support and develop on-going training and competencies of Measure 110-funded staff.
  • Support project staff and supervisors to identify and explore barriers, develop strategies to respond to barriers, and evaluate process improvement.

Required Qualifications and Experience: 

EDUCATION AND EXPERIENCE

Required:

  • Proof of COVID-19 vaccination status or approved medical or religious exception on file is required
  • Two years of project management experience

Desired but not required:

  • Demonstrated commitment to advancing equity and inclusion in workplace and community settings.
  • Supervisory experience
  • CADCII or MAC Credential and able to provide supervision to staff working towards a CADC credential
  • Experience working with government contracts and grants.
