Position Description: 

Outside In is looking for a communicative, detail-oriented collaborator to become our new Finance Director. The Finance Director is the steward of financial resources at Outside In, supporting the fulfillment of Outside In’s mission by working with leaders throughout the agency with aligning strategic goals with sensible fiscal management oversight. The Finance Director will oversee the Fiscal, Billing, and Compliance team and report to the Executive Director.

Who You Are

Numbers are your jam. You know your way around a debit and a credit and find comfort in journeying through Excel worksheets, pivot tables, financial sheets, and accounting software to make sure numbers reach their final destinations.

You’re not a weatherperson but you do have a penchant for forecasting. You understand the merits of forecasting and assessing possible risks and the impact these things have on short-term and long-term planning.

Being actively anti-racist, culturally competent, and queer competent are things you view as paramount to your personal and professional lives.

You can navigate your way through government contracts and grants and electronic health records with aplomb.

You excel at breaking down financial jargon, terminology, documents, and processes and translating them into digestible nuggets that almost everyone can possibly understand – and you’re not afraid to break all it down even more if need be.

You are a regular Sherlock/Enola Holmes when it comes to solving accounting riddles. You are generally able to put on your houndstooth hat, pull out your magnifying glass, and figure out what might be causing an accounting error.

You are a proactive problem-solver and are always on the hunt for processes and procedures that could be streamlined or clarified to prevent future issues.

What You’ll Do

Work with the members of the Fiscal team to oversee financial accounting and reporting, procedures, and internal controls of the agency, which includes Purchasing, Accounts Receivable, Accounts Payable, Fee Schedules, and the preparation of regulatory reports as well as the annual financial audit process, ERISA audits, and preparing monthly financial statements.

Collaborate with human resources on payroll support.

Oversee the agency’s compliance program while ensuring we are following GAAP, the OMB Uniform Guidance, and the specific requirements of funding agreements.

Manage revenue cycle operations by developing and aiding all operational stakeholders in understanding available revenue generating opportunities while upholding financial goals and billing standards.

Prepare monthly Financial Statements.

Maintain timely and accurate financial accounting records on the accrual basis of accounting.

Prepare operational statistical reports to aid in tracking health center performance for key measurables.

Utilize forecasting and risk assessment to:

Analyze the impact of various delivery, financial models, purchase-lease systems, and capital investments through forecasting

Forecast cash flows and maintain cash management and working capital controls

Use financial information to provide support and recommendations for the development of new programs and services.

Ensure all insurance coverages (i.e., directors and officers, malpractice, general property) are adequate and current.

Oversee the fiscal management of all city, county, state, federal and private grants, and contracts.

Develop and initiate systems, policies, and procedures for transacting financial matters.

Participate in meetings for the finance committee of the board of directors and present current fiscal status.

Collaborate with agency directors to prepare the annual organizational budget and individual grant budgets.

Coordinate departmental budgets while working with department heads throughout the fiscal year to ensure that expenditures adhere to legal and budgetary requirements.

Implement (and develop as necessary) cost allocation policies and procedures to provide department heads with the details of service costs.

Train staff on fiscal managing of programs and/or grants, including management of restricted funds and time limited contractual funds.

Identify and evaluate financing options for capital campaigns and other major purchases.

Work with the Senior Management Team, Board of Directors on strategic planning.

This is a full-time, exempt position with a starting annual salary range of $104,956 - $122,782.

Required Qualifications and Experience: 

Qualifications
Bachelor’s degree in finance or accounting and/or a minimum of five (5) years of experience in fiscal services (grants, contracts, billing and collections, bookkeeping, accounting, reporting).

Preferred Qualifications

An MBA or master’s degree in finance or Accounting or Certified Public Accountant (CPA) certification.

Experience working for a Federally Qualified Health Center (FQHC).

Experience working with government contracts and grants.
