This is an exciting opportunity to build an organization from the ground up that can have profound impact on the health and education of children across the educational continuum in Oregon. The executive director position is a founding role, and the successful candidate will build and implement the organization infrastructure setting it up for a successful forward trajectory to accomplish the organizational mission and goals.

 **This role is located in the Portland Metro area. Residency/Relocation in the state of Oregon or SW Washington counties: Clark, Cowlitz, Pacific, Wahkiakum, Klickitat, Skamania is required**

Job Summary

Reporting to the Board, the Executive Director (ED) is responsible for the overall administration and management of ORHE, including service programs, fundraising, and business operations. Areas of responsibility include strategic and operational planning, policy development, administration, fiscal management, public relations, and execution of the mission.

 

Education and/or Experience Qualifications

  • Minimum 10 years’ related experience, including the following:
    • Experience in health, education, social services, or related field
    • Experience in fundraising and donor relations
    • Experience leading a performance and outcomes-based organization
    • Experience developing and operationalizing strategies leading to organizational growth
    • Past success working with a Board of Directors with the ability to cultivate existing board member relationships
  • Minimum 5 years’ experience in a supervisory position

Essential Responsibilities

 

Management and Administration

  • Develop and facilitate an active planning process.
  • Develop and implement organizational goals and objectives consistent with the mission and vision of organization.
  • Develop and administer operational policies and standard operating procedures.
  • Oversee all programs, services, and activities to ensure that program objectives are met.
  • Oversee business development.
  • Ensure compliance with funding sources and regulatory requirements.
  • Establish process and infrastructure for evaluation of the organization’s activities.
  • Ensure Legal and HR compliance.

 

Fiscal

  • Develop and implement fundraising strategies and activities.
  • Develop, recommend, and monitor annual and other budgets; approve expenditures.
  • Establish internal controls and fiscal management system including reporting and documentation.
  • Submit monthly financial statements to the Board.
  • Prepare and submit grant applications and funding proposals as appropriate.
  • Grant management and tracking
  • Establish HR / Payroll functions
  • Oversee contracts and service agreements

 

Board Relations

  • Assist the Board chair in planning the agenda and materials for meetings.
  • Initiate and assist in developing policy recommendations and in setting priorities.
  • Facilitate the orientation of new Board members.
  • Work with the Board to raise funds from the community.
  • Staff Board committees as appropriate.

 

Community/Public Relations

  • Build relationships across the state to support the ORHE mission and goals.
  • Serve as chief liaison with specific community groups.
  • Ensure appropriate representation of ORHE by all employees.
  • Coordinate representation of ORHE activities to legislative bodies and other groups.

 

Employee Supervision

  • Directs team(s) and establishes team direction and goals in alignment with the organizational mission, vision, and values.
  • Identifies work and staffing models; recruits, hires, and oversees a team to meet work needs, using an equity, diversity, and inclusion lens.
  • Identifies department priorities; ensures employees have information and resources to meet job expectations.
  • Leads the development, communication, and oversight of team and individual goals; ensures goals, expectations, and standards are clearly understood by staff.
  • Manages, coaches, motivates, and guides employees; promotes employee development.
  • Incorporates guidance from CareOregon equity tools into people leadership, planning, operations, evaluation, budgeting, resource allocation, and decision making.
  • Ensures team adheres to department and organizational standards, policies, and procedures.
  • Evaluates employee performance and provides regular feedback to support success; recognizes strong performance and addresses performance gaps and accountability (corrective action).
  • Performs supervisory tasks in collaboration with Human Resources as needed.
