Senior Financial Officer (CFO) Integrated Clinical Services

Position Description: 

As the ICS Senior Financial Officer you will:

Serve as the Senior Financial Officer for the Community Health Center, within Integrated Clinical Services. 

Report the financial status of the Health Center to the Executive Director and Health Center Board of Directors.

Act as key financial advisor to the division director, with responsibility for the financial health of the Federally Qualified Health Center (FQHC) and Community Health Center.

Plan, direct and manage the financial services for a $140 million community health center, which employs over 600 FTE operating primary care, dental, pharmacy and laboratory clinics and services in multiple sites across the county. 

Provide expert financial guidance to the largest FQHC in Oregon. 

Lend their expertise and guidance to optimize the financial systems needed to support a large public entity FQHC that is embedded in and a part of a large complex governmental Health Department. 

Direct the work of the Revenue Cycle team, Accounts Receivable team, Eligibility team and Financial Budget Management team. 

Guide, direct and advise the Decision Support team that supports the FQHC. 

Develop, review, and recommend updates to the organization’s financial policies and procedures and assure their implementation. 

Provide strategic financial forecasts, analysis, and leadership on business models, e.g., evaluation of potential alliances, financial impact of contracts. 

Oversee efforts to maximize third-party reimbursement and manage third party insurance payer contracts.

Work closely with the Finance and Business Management Division as a member of their Senior Management team including managing the Accounts Receivables and Revenue Cycle processes.

Provide financial expertise in the planning of new services and the expansion of existing services promoting revenue growth.

Required Qualifications and Experience: 

Experience:  

Equivalent to a bachelor's degree and three (3) to six (6) years of experience including progressively responsible financial analysis, advanced level professional accounting or fiscal/grants management experience that demonstrates the ability to perform the duties of the position.  (Equivalency 7-10 years of qualifying training and/or experience).

Experience in healthcare finance.

Advanced knowledge of health care financing and health care delivery of various products including, but not limited to indemnity plans, HMO, POS and Medicare.

Five (5) to seven (7) years of progressively responsible experience in healthcare financial management overseeing functions such as budget development and analysis, fiscal forecasting, financial and workload monitoring, cost accounting, reimbursement or other related healthcare funding and/or fiscal systems for a very large healthcare organization.

Excellent oral and written communication skills with the ability to interact with and present financial information to multiple stakeholders and audiences 

Demonstrated experience and ability to supervise/manage a team 

A minimum of five (5) years increasingly responsible senior management level experience in directing the financial, operational and strategic business functions of a public health agency, healthcare facility or similar organization;

Preferred Qualifications/Transferable Skills*: 

Government accounting preferred 

Federally Qualified Health Center experience is strongly preferred 

Extensive management experience in Federally Qualified Health Center (FQHC) leadership for a very large health care organization and/or a Master's degree in accounting, finance, business administration, health care services administration, or a related field are highly desirable

CPA credential preferred

Project Management experience a plus

Experience with electronic  health records 

Comprehensive knowledge of U.S. Department of Health and Human Services and other federal and state rules and regulations applicable to public health and Federally Qualified Health Centers. 

Advanced knowledge of health care financing and health care delivery of various products including, but not limited to indemnity plans, HMO, POS and Medicare.

Required Education and / or Certifications: 

Equivalent to a Bachelor's Degree from an accredited college or university with major course work in accounting, finance, or a related field
