JOB DETAILS AND QUALIFICATIONS
Clackamas County Health, Housing, and Human Services Department (H3S) is looking for an experienced individual with exceptional analytical skills and a strong business acumen to join a high functioning team within the H3S Director's Office as a Financial and Administration Analyst (classified as Policy Performance & Research Analyst Senior).
H3S consists of seven different divisions, each dedicated to ensuring healthy families and strong communities across Clackamas County, and employs over 540 employees with an annual budget of approximately $185 million. H3S Divisions include: Children, Family and Community Connections, Public Health, Behavioral Health, Health Centers, Social Services, Housing Authority, and Community Development, each committed to improving programs and ensuring better outcomes for the people we serve. The Policy, Performance and Research Analyst, Senior provides comprehensive professional analysis to develop, conduct and manage studies and special projects to tackle challenging issues, significant service gaps and/or create broad service enhancements. Assignments require close partnership with department’s executive leadership and are highly visible within the department, internally across County departments, and/or externally within the community or with other agencies. Assignments involve a significant level of administrative discretion to execute, the complex measurement and interpretation of data, and typically cross diverse business lines and relate to initiatives. Incumbents examine and evaluate organizational structures, administrative policies and management systems to determine the most effective methods of accomplishing work or implementing changes. As the Financial and Administration Analyst, this position will provide support for the business operations of H3S and work closely with executive leadership in performing financial analysis and reporting, prepare and present presentations, ensure internal controls throughout the department, provide guidance on contracts and grants, and evaluate processes to improve systems and operations.
Further, this position serves as the key technical resource and subject matter expert as it relates to financial and budget areas of H3S. This position will work with the Administrative Services Managers, Senior to produce high level, visible financial reports, forecasting and analysis on behalf of the executive management team.

- Develops annual budget, monitors department revenues and expenditures; develops, prepares, and presents comprehensive financial analysis and forecasting of a department's expenditures and revenues; analyzes and prepares long-range projections for various department/sections operating funds and revenues; coordinates fiscal operations and systems with County Finance; assists in the development and implementation of a department's financial policies and procedures; experience with accounts payable and receivable; reviews division operations for compliance with statues, rules, and regulations.
- Analyzes and evaluates department's capital improvement projects; conducts comprehensive fiscal analysis and reports on the impact of proposed federal and state regulations; serves as a department project leader in financial projects of major significance for financial and management studies such as performance based budget studies, strategic funding plans, and management performance studies which measure operational and financial performance against benchmarks; and works directly with and serves as the department liaison to County Finance.
- Facilitates, processes and administratively monitors contracts for goods and services including new contracts and amendments for the department; recommends appropriate procurement strategies and options that address department's business needs and County processes; liaisons with Procurement Office, County Counsel's Office and Risk Management Division to ensure procurement and contract request forms and required documentation conform to County Procurement and contract processes; manages departments contracts database; and streamlines departments contract processing.
- Develops, designs, and oversees processes and methods for systematic organizational improvement; analyzes data, evaluates findings and recommends policy and operational changes; identifies potential difficulties, barriers or gaps in training; provides support to department management in the development and implementation of quality improvement methods; oversees and coordinates completion of project tasks to meet deadlines.
- Grant experience with compliance with program reporting requirements and regulations, with awareness of financial reporting requirements, and advises management; serves as liaison with granting agency and internal County staff.
- Makes presentations to County Commissioners, Department Director, Deputy Director, and Administrative Services Manager Senior, managers, supervisors, and other boards and committees regarding financial, contractual, grants, systems, and operational issues and opportunities.
REQUIRED KNOWLEDGE AND SKILLS
Thorough Knowledge of: Principles and practices of public administration, project management, organizational processes and design, budget preparation and administration techniques; legislative processes and local government operation; government accounting practices; techniques of contract and grant preparation and administration; office methods and procedures; quantitative analysis and statistical research methods, techniques and procedures; English grammar and composition; applicable federal, state and local statutes, regulations and rules; trends, emerging innovations and best practices in quality measurement, performance improvement and other subject areas relevant to responsibilities; principles of public and community relations; techniques of supervision and facilitation.
Skill to: Communicate effectively, both orally and in writing, including group/pubic presentations; lead or coordinate the work of professional staff and managers; evaluate and develop improvements in operations, policies, procedures and methods; plan and conduct multiple and difficult technical and policy research projects; analyze complex issues and problems, often with competing priorities, from multiple perspectives; identify and evaluate alternative solutions and recommend effective courses of action; manage project activities to achieve goals and within established timeline and budget; prepare clear and concise comprehensive and technical reports; evaluate budget and grant proposals; establish and maintain effective working relationships with department leadership and County staff, local, state, regional, and federal agencies, consultants, external stakeholders, task forces, advisory boards, citizen groups, etc. , and the public.
This position is included in the County’s alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.

PAY AND BENEFITS
Hourly Pay Range: $37.818440 - $47.878938
Annual Pay Range: $78,662.36 - $99,588.19
Starting salaries will be within the posted pay range, based on job-related factors, such as relevant experience. This may include military service, paid work, and unpaid work (internships, volunteering, etc.).

Required Minimum Qualifications/ Transferrable Skills:*
- At least five (5) years of experience monitoring, analyzing and recommending modifications to administrative and/or fiscal procedures and systems
- Experience with data collection, analysis and implementation
- Financial analysis experience including financial planning, preparing and analyzing financial statements and reports
- Financial analysis experience of budgets and expenditures
- Experience performing financial audits, analysis and reconciliations
- Experience in contract management
- Computer proficiency with MS Office (Excel, Word, PowerPoint, etc)
- Strong verbal and written communication skills, including ability to communicate complex issues to individuals with various levels of knowledge and understanding of the issue
- Ability to work independently as well as collaboratively with internal and external team members
- Ability to handle a wide range of situations and circumstances effectively, positively and professionally
- Ability to establish priorities, organize tasks and projects and work independently
- Must pass a criminal history check which may include national or state fingerprint records check
