Position Description: 

PRIMARY PURPOSE

The Protected Health Information (PHI) Technician assures that medical records and requested protected health information is accessible to authorized persons. The PHI Technician ensures that the confidentiality of protected health information is strictly adhered to. A member of the Quality, Department participates in the review of medical record privacy breaches; assists providers with releases of information related to care coordination; and subpoena's, or orders to appear in court.  

 ESSENTIAL DUTIES AND RESPONSIBILITIES

Prioritizes release of information requests, retrieves medical records and delivers records according to established policies and procedures;

Handles all external releases of PHI requests and inquiries assuring verification and confirmation of client identity;

Supports the program staff inappropriate release of information documentation for care coordination purposes;

Ensures that requestors of PHI have a legal right to request a client's PHI;

Participates in agency-wide quality activities that assure proper ROI utilization;

Protects the confidentiality of medical record information as required by Federal Law and agency policies and procedures;

Provides any necessary training in updated or new standards in protected health information and health record confidentiality to program staff;

Assists the department in assuring that health records are opened and closed in a timely and accurate manner;

Assists in the investigation of privacy breach in accordance with Federal Regulation and establish procedures;

Submits patient information into any required state database;

Works with the System Administrator to ensure the maintenance of paper and electronic records, in particular, the approved legal health record;

Processes all incoming and outgoing correspondence regarding legal proceedings with community partners, contractors and the legal representatives of state court and penal systems;

Supports Bridgeway staff in responses to subpoenas, court orders to appear and various levels of care coordination requiring a proper release of information;

Enters all communications with any external requestors using the approved Care Logic document;

Assists clients and Bridgeway staff with retrieving the private health information correctly;

Works with electronic storage media;

Uses the Fax and photocopy files in accordance with confidentiality standards.

Required Qualifications and Experience: 

MINIMUM QUALIFICATIONS AND EXPERIENCE

Experience, Education and Credentials

Requires a high school diploma or GED equivalent;

At least two years of experience performing administrative or clerical work;

Preferred experience working with legal documents and processing legal records requests;

Experience communicating and interfacing with judges, attorneys, law clerks and the like;

 

Required Education and / or Certifications: 

Registered Health Information Technician certificate by the American Health Information Management Association, or other HIM related certification, preferred.
