Albertina Kerr is pleased to announce the appointment of Alfredo Soto, M.D., as its new Medical Director of Children’s Mental Health Programs beginning July 1, 2019.
A child, adolescent, and adult psychiatrist, Dr. Soto has been an on-call physician for Kerr’s Crisis Psychiatric Care (Subacute) Program for more than a decade. He has served as a consulting psychiatrist and medical director for Washington, Clackamas, and Polk County Mental Health. He has also provided clinical consultation to the Youth Care Coordination and Utilization Management teams of Multnomah County Mental Health, and has given Utilization Management assistance to the Willamette Valley Community Health CCO.
In his new role, Dr. Soto will oversee and coordinate Kerr’s mental health programs for youth and children. He will also represent Kerr in various community forums, develop medical policies, carry a small case load, and provide absence and vacation coverage for other psychiatrists.
“Dr. Soto will be a key addition and leader on the Kerr team,” said Jeff Carr, CEO of Kerr. “He brings a wealth of knowledge and experience that will greatly benefit Kerr as we continue to grow our Children’s Mental Health programs; particularly the development of a new Crisis Psychiatric Stabilization Unit for kids with co-occurring intellectual and developmental disabilities (IDD) and mental health challenges.”
With 20 years of direct patient care experience, Dr. Soto has practiced psychiatry the past 16 years in several community mental health counties throughout Oregon. He completed his general psychiatry residency at The George Washington University School of Medicine in 1999 and a child and adolescent psychiatry fellowship at Oregon Health & Science University in 2001. He has worked in various settings, with all ages, including: juvenile justice, mental health, dementia, and IDD group homes, outpatient community mental health programs, psychiatric residential programs, and hospital settings. He has also served as the psychiatric prescriber for complex populations through the EASA and ACT programs.
