
September 28, 2010 – Two Oregonians have been named to a prominent national board of governors known as the new Patient-Centered Outcomes Research Institute (PCORI).
Kerry Barnett, JD, executive vice president of corporate services and chief legal officer with The Regence Group, and Dr. Allen Douma, chief executive officer of Empower, LLC, and a member of the AARP Board of Directors. Their terms will expire in 2014.
They join 17 other appointed members who will study the clinical effectiveness of different health treatments and assist patients, clinicians, purchasers and policymakers in making informed health decisions. The institute will conduct research projects that provide quality, relevant evidence on how diseases, disorders, and other health conditions can effectively and appropriately be prevented, diagnosed, treated, monitored and managed.
Prior to joining Regence, Barnett was senior vice president for medical services with ODS Health Plans and chief executive officer of HealthFirst Medical Group, PC. He also served as Oregon’s state insurance commissioner and as the governor's legal counsel and senior policy advisor.
Barnett serves on the public policy committee and the strategic communications advisory council of America's Health Insurance Plans. He also is on the legal division co-op board of the Blue Cross and Blue Shield Association. He received a BA in English from the University of Rochester and a JD from Yale Law School.
Before joining Empower, LLC, Douma was assistant director of the Oregon Department of Human Services, chief executive officer of Health Responsibility Systems, medical director for Hartford and Travelers Insurance Cos., assistant professor of CME at George Washington University, and director of health education for the American Medical Association.
He serves on AARP’s member and social impact committee and the AARP Insurance Trust. He currently serves on the boards of the Jefferson Regional Health Alliance and PRS Affordable Housing. He was a Robert Wood Johnson Foundation clinical scholar. He received a BES (engineering science) from The Johns Hopkins University and a MD from the Medical College of Virginia.
